Plot

As Peter and Brian walk around the neighborhood, Cleveland shows Peter his new trampoline, which he bought with his tax refund. Joe says that he spent his refund on a digital TV with surround sound and Quagmire says that he spent his refund on a plug-in sex doll. Jealous of his friends, Peter plans to build a pool with a tax refund, but is denied a tax refund and gets audited by the Internal Revenue Service. Peter still attempts to build a pool, but once he finds a power cable, he splits it, causing the town of Quahog to lose power. His plans to build a backyard pool are further derailed when a request for a zoning variance leads to Mayor West discovering that Peter's house is not on the map of Quahog, and thus not even part of the United States.

Peter declares his house to be the new micronation of "Petoria" (he claims he was going to call it Peterland, but "that gay bar down by the airport already took it"), which Peter claims is an oligarchy. He spends a night in Quahog insulting Horace (at The Drunken Clam) and bringing beer out into the streets, despite being told he could go to the man jail, stepping on grass that can not be touched and violating numerous laws such as littering, sexual harassment, and vandalism. He flaunts his diplomatic immunity by singing a parody of MC Hammer's song "U Can't Touch This" (entitled "Can't Touch Me") and mentions that he cannot be sued by Hammer.

Snubbed at the United Nations, Peter follows the advice of a diplomat from Iraq and annexes Joe's pool, calling it "Joe-hio." Days later, when Chris tries to go to school, he is turned away because the US Army surrounds and blockades the nation of Petoria with tanks and missiles as part of "Operation: Desert Clam." Further, all electricity and water has been cut and Lois homeschools her children (excluding Stewie). Despite all of these difficulties, Peter flatly refuses to return Joe's pool, and proceeds to invite numerous foreign diplomats over for a party after getting fan mail from them. The diplomats are all from countries hostile to the United States such as Iraq and North Korea. However, when Lois catches Stewie mixing with the diplomats, she finally gets fed up and promptly leaves Peter at the mercy of the U.S. Army, taking the kids with her and calling Petoria a "filthy mess", leaving only Brian by Peter's side. It is only when he has a tank's main gun pointed directly at him at point blank range that Peter finally surrenders. After some negotiations, Peter ends up repatriating his country and returning Joe's pool. Grateful to Peter, Lois promises to scratch his back with a matchbook every night. In the end, all the events of the episode turn out to have been filmed and used ever since in social studies classes 200 years in the future. The teacher then asks if anyone has any questions. One confused pupil then immediately asks whether the other family members can understand Stewie or not.
